Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has proposed new regulations for the safe decommissioning of filling stations, as part of the 2025 Midstream and Downstream Petroleum Safety and Environmental Regulations. These consolidate three existing regulations from 2023 to streamline safety, environmental, and decommissioning standards.

The proposal has faced opposition from retail outlet owners who argue it should apply only to midstream operations, not downstream facilities like filling stations. But The NMDPRA insists the rules are necessary to prevent environmental hazards, such as groundwater contamination from improperly abandoned stations.

The authority is also consolidating regulations to align with international best practices, simplify compliance, and promote self-regulation.
