Guinea’s ruling junta, led by General Mamadi Doumbouya, who ousted President Alpha Conde in 2021, has proposed a draft constitution extending presidential terms from five to seven years with a two-term limit.

The draft, presented last Thursday, will be put to a referendum in September to facilitate a return to constitutional rule. Additionally It does not clarify if Doumbouya can run for president, despite his initial pledge not to and a post-coup roadmap barring junta members from candidacy.

Recently, junta allies have expressed support for his potential candidacy. The draft also elevates African languages to official status alongside French and sets a 30% quota for women in elected and public leadership roles. The junta had promised to restore civilian rule by the end of 2024 under international pressure but has imposed significant restrictions on freedoms since taking power.
