Nigerian Communications Commission (NCC) has introduced a new licensing framework aimed at encouraging innovation and supporting startups and tech enterprises in the telecommunications sector.

 

Announced by Executive Vice Chairman of the commission, Dr. Aminu Maida the framework features three key tools: Proof-of-Concept pilots, a Regulatory Sandbox for testing new ideas like Open RAN and spectrum sharing, and Interim Service Authorisation for unlicensed services.

 

These instruments will enable innovators to test and validate their solutions safely, promoting responsible innovation while protecting consumers.

 

Maida also emphasized the importance of stakeholder collaboration—including industry players, academia, and civil society—for the framework’s success, with the goal of boosting investor confidence and fostering sustainable growth in Nigeria’s digital economy.
