President Bola Tinubu has mandated the mandatory implementation of health insurance across all government Ministries, Departments, and Agencies (MDAs) in accordance with the 2022 National Health Insurance Authority (NHIA) Act. His directive includes requiring all MDA employees to enroll in the NHIA health insurance plan and allows agencies to supplement coverage with private insurance if needed.
Additionally, MDAs must ensure that entities participating in public procurement present valid NHIA-issued health insurance certificates as a prerequisite for eligibility, licensing, and permits.
To facilitate this, the NHIA will develop a digital platform for real-time verification of certificates, and MDAs will establish internal processes for compliance monitoring.
The goal of this directive is to broaden health coverage, protect workers, reduce out-of-pocket health costs, and enhance accountability in both public and private sectors. Despite the enactment of the NHIA Act three years prior, national health insurance coverage remains low, prompting these measures to improve access and compliance.
